GSA MAS Refresh #24
The General Services Administration (GSA) released the latest Refresh #24 to its Multiple Award Schedule (MAS), accompanied by Mass Modification A888 to incorporate changes to the overall solicitation, as well as modifications specific to certain Large Categories and Special Item Numbers (SINs), which apply uniformly to all existing schedule holders offering products and services.
In addition to updates to the overall solicitation and geographic coverage for SINs under the Facilities and Professional Services large categories, the major change concerns the transition of Small Business Set-Aside (SBSA) SINs.
Now, let’s dive into these changes:
CHANGES TO OVERALL MAS SOLICITATION
1. Implement various revisions to SCP-FSS-001: Instructions Applicable to All Offerors
a. Clarify language addressing 12-month waiting period for new offers after cancellation due to low/no sales or compliance issues – Section I (iv)(D)
b. Clarify Streamline Offer paragraph (d) regarding Joint Ventures
c. Add requirement related to “Rejection of Offer” to paragraph (h)
d. Clarify Accessories definition can be sold alone or with a base item – Section III Price Proposal (ii)(E)(1)
e. Clarify minimum years of experience must be relevant – Section III Price Proposal (x)(A)
2. Implement minor revisions to the Offer and Modification Products Price Proposal Template
a. Update ‘Manufacturer Name’ definition and add note to ‘Glossary’ tab
b. Update ‘Change Log’ tab
3. Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular 2025-02 and GSAR Change 194 (except Change 187).
TRANSITION OF SMALL BUSINESS SET-ASIDE (SBSA) SINs
The transition of these SINs provides GSA with an opportunity to reduce administrative burden by managing a single contract, enhance vendor capabilities by offering a comprehensive solution under that contract, and minimize compliance risks, particularly concerning the Buy American Act
To streamline the process, GSA plans to:
- Transition all SBSA SINs to a non-SBSA equivalent SIN
- Encourage the use of BPA and order-level set-asides
NOTE: During the transition period, contractors can continue operating under the existing structure and GSA will engage with affected contractors to ensure no lapse in coverage.
For contractors that have BPAs under SBSA contract numbers, GSA will allow the SBSA contract number to continue until the contractor confirms that existing orders/BPAs are complete.

Proposed Timeline The transition will occur in three steps:
Step 1 (January 2025): GSA issued Refresh 24, which closed all SBSA SINs to new awards. The solicitation now includes a note under all SBSA SINs indicating that they will be closed to all new offers and modifications effective with Refresh 24 and will be terminated in a subsequent refresh.
Step 2 (January 2025 – May 2025): GSA will work directly with affected contractors to transition their offerings to equivalent SINs and ensure contract continuity.
Step 3 (May 2025): After completing the transition, GSA will issue a refresh to remove all SBSA SINs from the MAS Solicitation.
CHANGES TO LARGE CATEGORIES, SUBCATEGORIES OR SINs
1. All Large Categories
Add language to “General Information” section:
CONUS/OCONUS Requirements: Some requirements may apply only to applications in the Continental United States (CONUS), Alaska, Hawaii and Puerto Rico. For products and services proposed internationally (OCONUS), the commensurate standards will apply and should be provided with the offer, but will be reviewed by the ordering activity for compliance with the local requirements and standards.

A new SIN Subgroup was added: ‘Geographic Coverage includes Europe’ to indicate that a contractor has the ability to operate, perform or deliver to this area.
3. Professional Services (H)
Technical and Engineering Services (Non-IT) Subcategory (B01)
SIN 541990 All Other Professional, Scientific, and Technical Services (Non-IT):
A new SIN Subgroup was added: ‘Geographic Coverage includes Europe’ to indicate that a contractor has the ability to operate, perform or deliver to this area.
CHANGES TO MODIFICATION AND MASS MODIFICATION GUIDANCE
Revisions to Multiple Award Schedule (MAS) Modification Guide on gsa.gov:
a. Add note to page 1: Please note as of 1/19/2025, all Small Business Set-Aside (SBSA) SINs are closed to new MAS contract-level awards/modifications.
b. Update the Federal Supply Schedule (FSS) Price List reminder to indicate that the I-FSS-600 must be updated when impacted items are published on the text file posted on GSA Advantage!
Reminder:
The Mass modification should be accepted within 90 days of its issuance. Contracting Officers must verify the absence of any pending Mass modifications without acceptance before awarding contract options or modifications.
